I dont think this is the case. If you read the "*********** translation" then you can see him saying that is his limit whilst still holding the barrier.

But this said, the barrier is shown to be broken shortly afterwards...

The whole notion of limited clones is not due to poor chakra levels... it has to do with the fact that they need to focus on keeping the barrier up.... Jesus... educate yourselves..

exactly what i've have been saying While in sage mode your chakra may double or even triple so without sage mode hashirama probably could make only two or three
