Which shinobi, that aren't already Kages, are Kage-ready? This goes in terms of Strength, and Smarts. You're not limited to any single village or Kage. I'd say:

I'm surprise someone is dumb enough to say Kushina is Kage level when you know nothing of her battle skills or intelligence.Restraining Kurama isn't a battle feat.And suriviving Kurama's extraction isn't a show of skill.She doesn't even have manga hype as a top class shinobi as someone like Sakumo Hatake has.

Shikimaru lacks the strength,Darui doesn't.Someone who has master two chakra nature, has a kekkei Genkei, large chakra reserve(he was able to handle three of the sage's tools), and superior speed along with his battle experience is well qualified to be a kage.
