Ok i was reading the manga .. and notice that zetsu and pain act as tobi is a ordinary member.....

NO there not acting... is obvious that zetsu and pain they don't give a dawn about tobi cuz they think his weak . but why if tobi is the leader????? , why pain said this . can it be that tobi at this time was not the leader and it was pain the true leader ... and tobi control him and setsu what do u guys think :hypertobi::hypertobi::hypertobi::hypertobi:

because Pein new Madara was the true leader, He didn't know that Madara was Tobi. Any time you say Madara giving orders to Pein it was from the shadows
