Exactly, Hiruzen and Tobirama appear as weak due to their lack of significance in the plot.

Tobirama is a featless weak Fodder that lost to other fodders like himself...

he couldn't beat Hiruzen even though he had his brother's help, his Edo Tensei is shit, his FTG is much worse than Minato's.. He got trolled by Orochimaru even though it is his own justu.. Tobirama is the weakest Kage
