Why didn't Pain attack the Leaf when it was at it's weakest?

After the Sand and Sound attacked the village was weakened. Why didn't Pain use this opportunity to destroy the Leaf?

I know the answer is Pain didn't exist then and Kishi probably didn't think the manga would of escalated on that level at the time, but was there any answer given to why Pain attacked the village when he did?

Because the only reason he attacked was to retrieve the Kyuubi.

Akatsuki didn't want to retrieve the Bijuu out of order, which is why they saved Kurama for last.

It just took two years or so for them to get the remaining Bijuu before Kurama.

pein wasnt in part one . He attacked the leaf cause itachi was dead . And most other bijuu had been collected

As someone I was "debating" with pointed out. They THOUGHT that they had all the tailed beast. So Pain decided to go ahead and attack the village in order to get the last one the kyuubi

Itachi was the Akatsuki member in charge of collecting the Kyuubi. Until he died, Pein had no reason to step in and intervene on Itachi's "mission".

He knew whatever state the village was in wouldn't make a difference.
He would still solo, so why not take his time?

That's was because at that point,he wasn't in charge of the kyuubi's capture,but itachi's. But as soon as he was given order,he steps in without hesitating

I know, that wasn't initially the plan, as we saw when Itachi and Kisame tried to capture Naruto.

I think they changed their strategy because capturing the Bijuu out of order made the sealing process with the Gedo take longer or something. I don't remember exactly.

They need all the other Biju first. They thought they had all of them so they attacked Konoha. In addition, Itachi was still alive - Pein wouldn't attack.

1) As long as itachi was alive he was the only one allowed in the leaf (kisame only due to being with itachi)
2) 9 tails has to be sealed last he wanted to get them all before going for him
