Second would be without a doubt Madara Uchiha....

what do you exactly mean by the best ?? is the overall level of the shinobi (how powerfull he is) ??

btw i think it was obvious, when hashirama said "itachi is better than me" he was talking about what itachi endured/went through for the sake of the leaf, so he wasn't talking about itachi's strength (he never met/saw the guy, he didn't even know a single one of itachi's abilities).

but i did read your thread and it doesn't seem like am the only confused one about what you mean by "the best".

this series is about jutsu not muscle power/what you call strength, a character with more experience/more powerful jutsu is the strongest. so if you say that itachi is the best (his overall power/level as a shinobi is the highest), then i demand changing the title of this thread, both of your lists are not accurate at all when it come to the strongest and who is more shinobi like (no offence), the realist shinobi is Danzo.

Well it's not about power. It's about who fulfilled their role as a ninja the best. Itachi did so much for Konoha. He did the hardest thing (killing his own family/friends), made himself seem like the villain and die knowing he was hated by nearly everyone. Not to mention all that undercover work in the akatsuki.

Well it's not about power. It's about who fulfilled their role as a ninja the best. Itachi did so much for Konoha. hmmm ..... ok fair enough =D. but then you don't need a list about this, if it's not power then who people think fulfilled his role as a shinobi the best will be different (kind of who is your favorite), it will be a matter of opinion (i for one, think the danzo id the realist shinobi, we have no idea about the countless things he did for the leaf from the dark including teaching this code to itachi and shisue). so who fulfilled his role as a shinobi can go to hashirama, tobirama, hiruzen, minato (a lot of characters).
but i get where you are coming from, itachi was awesome.
