Although Hiruzen was old, he managed to take on two of the strongest underpowered Hokage and stop Orochimaru from destroying the Leaf with his own hands. So, I'm arguing for either Hiruzen or Minato.

OT- Yeah it' depends, it could go both ways to Hiruzen and Minato actually. We just haven't seen enough of them.
