I just started watching OP and I am at episode 112 but how come people acted like devil fruit was sooo rare yet almost EVERY other person has eaten it....PS Gaara(Mr.0) is AWESOME....he is a better villan than obito and obito has been probably 200+ chapters....

It was rare in the Blue Seas, before they entered Grand Line. Outside of Grand Line, the devil fruits are actually seen upon as a myth.

Devil Fruits are rare in the East Blue(the weakest of the seas) but its alot more common in the Grand Line. You think Crocodile is a great villian? Just wait till you read/watch more.

Devil fruit users are rare, but even Morgan (I think) commented on how many pirates were using them on the grand line.
If you look at a random town's population, how many df users you think you would find? Not many. Less than 1%

As people said before for starters DF users are quite rare outside the Grand Line. There's a high concentration of them in the Grand Line and that's where most of the story occurs. Also you need to take into consideration that DF users are often shown, but compared to the total OP population it's still extremely low.

At a certain point an army of a 100 000 men played a role in the story. If you say a 1000 men of those would have a DF, that would be 1% of the army, however it's that 1% that would get the most attention. That number 1000 was just a number though and in reality it was probably far lower. A 100 would likely be a more accurate number.
