With one short speech she was able to not only talk no jutsu Naruto, one of the Masters of its art, but counter Talk no Jutsu Obito who was skilled enough to ring Naruto down as well as manipulate Sasuke, Nagato,.and several other members of Akatsuki.

Otherwise I'd say Naruto or maybee Hashirama.
