No because everyone adjusts their fighting style/strategy when fighting a different character. One shinobi may have a certain advantage over another for a specific reason, but the advantage might not remain an advantage when that shinobi fights a different person.

For example Bee beat Sasuke but lost to Kisame who lost to Gai. does that mean Gai is better than Sasuke?

Look at gai performance against madara and look how useless is bee ..

About sasuke is different thing because

Current sasuke can beat gai

A good example is how Hebi Sasuke beat Deidara:

Sasuke was a terrible match up for Deidara considering he had two counters for Deidara: Sharingan and Raiton.

Sharingan so he could see C4 and Raiton to neutralize Deidaras clay.

But Deidara was definetly stronger than Hebi Sasuke overall and could probably take down people somebody like SM Jiraya, since he has no counter for C4 and can't neutralize Deidaras clay. In a ridiculous situation you could even imagine Deidara beating people like Hashirama cause he has no counter for Deidaras jutsu. But that may be taking it too far, since we don't know enough about Hashirama yet, so i'll leave it at Sage Mode Jiraya.

Could Hebi Sasuke beat Jiraya?? With Sage Mode Jiraya is better than Sasuke in speed, physical strength, ninjutsu, genjutsu (With Ma and Pa) and can summon huge frogs like Gamabunta to help him. I can't imagine Hebi Sasuke beating that.

So i'm pretty sure that:

Hebi Sasuke > Deidara
Deidara > SM Jiraya
But SM Jiraya > Hebi Sasuke

Lots of other examples out there, but this one was the first that came to mind.

SM jiraya will beat deidara easily , SM jiraya destroyed 5 pain paths and his summon monster .
No way to compare jiraya power to deidara ..

SM jiraya > hebi sasuke > deidara

Although both deidara power and hebi Sasuke power are almost close to each others

Asuma was an elite Jounin! He would have wiped the floor with Shikamaru, he was only a Chuunin. Smarts can only get you so far.
Look at the Temari vs Shikamaru fight. He clearly knew that he was outclassed and forfeited.
The reason Shikamaru beat Hidan was because Hidan was reckless and thought nothing could kill him. Shikamaru took advantage of this and defeated him.

Also remember, the manga stated that Shikamaru only just recently surpassed Asuma during the Shinobi World War Arc.
