idk i think they can be beat by characters with high fire power like kamui, jinton, bijuu dama, don't get me wrong their high class shinobi but kisame is like the anti jinchuuriki,

Because they never fought. ( or they didn't killed him in that battle )

Any1 in top 20 can possibly beat them, high diff, together.

both those kage are featless and nothing suggest 2nd raikage was strong at all. Tobirama even survived, so that debunks a good bit of their hype and tobirama is most likely not even top 10 even after he shows his feats.
