War Shikarmaru vs powerup Sakura?

Yes it is. If it weren't then common sense would dictate they be summoned in most situations. Having another player in the game is always an advantage. Plot wise it is better to have the characters work it out for themselves.

Borrowed power. Can they use it? Yes. Can they do what their summons do without them? No. It's essentially adding another member to the team whenever you want.
