It's been stated in the manga that he knows all of the rinnegan's techniques, he just doesn't use them because they'd drain too much chakra.

And as for Obito not using it right before his death, it's for the plot.

Tobi's reveal as Obito and the proceeding fight actually made Tobi look good IMO. You call him a 'preacher' but he was the only person who ever almost turned talk-no-jutsu back on Naruto, after Neji died.

Although I agree, he should have used shinra tensei before being stabbed or something.
