Why didn't tobarama revive hashi?

Tobarama could have just went to the hospital and used a dying person willing to give up their last hour alive to bringing back an immortal version of the Hashi. In fact, all the most powerful ninjas could have been brought back like this. Many people who died could still be around if they had simply used dying or sickly people to bring others back to life. it would be like donating your organs in real life.

If tobarama could have figured out how to make zetsus he could have used zetsu clones to bring people back to life too, then no one in the leaf would need to die.
