I agree. I doubt he'll be a feature and in all honestly, he doesn't need any updating. Just pluck in his WWE'13 model. Done.

John Cena (current attire)
Ryback (in his purple gear, his TLC '12 to be exact)
Dolph Ziggler (same as last year, but blank trunks)

Legends:

Stone Cold Steve Austin (exactly the same as last year)
Shawn Michaels (in his WrestleMania 26 attire, complete with entrance vest)
Macho Man Randy Savage (in his classic pink trunks and yellow boots, improved model from WWE '12)
Bruno Sammartino
