‘Burn....I’ll put an end to this antiquated system…and from it a new one will be….’ – Sasuke Uchiha
There are a lot threads lately speculating that Sasuke is still ‘evil’ and those people use that line as proof. And that is quite funny because that line it’s probably one of the few sensible things Sasuke said in a very long time. He wants to burn down a failed system, a system that was created with good intension but produced a lot of darkness in the NV.
The Shinobi villages were created to stop wars and promote peace. To train and educate the young children and make sure that shinobi kids do not experience the horrors of the battlefield. To bring clans closer together and to make a place where children no longer had to spill blood.
Now lets see how they did.
Stop wars and promote peace - Failed
We can all agree that the kages had noble intensions and wanted to create a place where shinobi clans could live in harmony and children would be protected. But most of the goals if not all the goals will never be reached because of the created system. You will understand why I say this when we take a close look at their economic/political structure.
The only known source of income for a shinobi village is the payment they get for completing missions. The villages do not refuse missions, Hiruzen stated that Konoha accepts all sort of missions from babysitting to assassination. The villages are not only competing with each other for power/land but they are also competing with each other to make sure they can feed their people. Pain confirmed that the big nations make war to protect their interest and if they did not do that, people would starve.
Shinobi’s from different villages will always fight and die because of this. We have seen this happen when the Leaf got paid to protect the brigde builder Tazuna and Mist Shinobi’s got paid to kill Tazuna.
People kept fighting, there have been 3 bigs wars already. In the past shinobi’s fought and killed for their clan and now they fight and kill for their village. The reason for wars changed but not the situation.

The chunin exams
‘’This exam is a replacement for war among the allied countries. Each countries shinobi’s will risk their own life to protect their lands prestige. If the country is strong, that country will receive more clients and if seen as weak they will lose clients’’ - Hiruzen
Inexperienced kids were spilling blood and losing lives in that exam just so that the country and the village could show off their muscles. Karin was about to get killed by a bear if Sasuke didn’t saved her, Sakura would have been toasted if Lee didn’t showed up. And they were both allowed to participate in the exams lol
And the worst part is that this exam did not even stop the shinobi wars.
To bring clans closer together- Failed
This one failed too. Clans are hunted for their KKG. Cloud tried to steal the byakugan, Mist succeeded in stealing the byakugan. Danzo didn’t try to kill Shinsui, no he was more interested in his MS. Orochimaru and his sick experiments with clans KKG. And the crème de la crème the Uchiha clan incident of course. Now it really doesn’t matter whether you think that they got what they deserved or see them as victims. The truth is that good people like Itachi, Shinsui, Kagami who were loyal to the village got the same treatment as rebels. They would never get the chance to become a village leader and serve their country just because they share the same surname as Madara. Is that how you bring clans closer? Don’t think so.
To make sure that shinobi kids do not experience the horrors of the battlefield - Failed

They are a perfect example why titels such as chunin and jounin don’t mean much if the shinobi is young (let’s say under the age of 16). How old were they when Konoha sent them to war, 12, 13 years old?!
The living condition of children hardly improved since the creation of the villages. Yes young children go to the academy now where they learn 3 useless jutsu’s but other than that nothing changed. Gaara, Bee, Naruto, are another example of how badly children are abused in the NV. They got a demon sealed in their body and as result of that they live isolated, they can’t leave the village when ever they want ect.
It’s weird how the kages ideals and their action contradict each other. On one hand they want to achieve world peace but they adopted a system that goes against their desires. Sasuke is right, this system needs to be burned. It should have been burned a long time ago. But he is wrong about killing the bijuus, they are victims of the system too. But he doesn’t know/understand that just like the rest of S.A. People fear what they don't understand and clearly most people don't know much about bijuus.
This whole things reminds of when Naruto claimed that he would change the Hyuga clans power structure and culture ones he grabs the highest position of power. He had no understanding of who they were and what they stand for and he did not ask if the Hyuga clan wanted/was ready for change. But he felt that change was needed. Sasuke is kinda doing the same thing here, he has no real understanding of the concept of Bijuus but he has seen how the village treated Naruto and he sees the jubi as a threat and wants to burn it down. But he should get what is happening ones Naruto explains some stuff. But I think that Kishi wants to use this as a reason to make Naruto and Sasuke fight.
And that is a poor excuse to make them fight in my opinion.
