It really doesn't matter if he can or not, because by the time he's made it, hopped on it, and has taken flight and gone high enough so Minato wouldn't be able to reach him. Minato would have already:

A) Marked him or his clay dragon.
B) Slam a Rasengan on him.

Either one means Deidara's loss. Not to mention he could always drop Bunta on him so he doesn't get to high using Food Cart Destroyer.

In the time it took him to make the bird and get on it and take flight, Minato could have easily spread his Kunai. Easily.

He can even close the distance with Shunshin.

They're both incredibly smart. But speed is more of Minato's thing....Not really Deidera's thing...Plus, All Minato has to do is mark Deidera or put a kunai on Deidera's dragon, and considering how big that thing is....

How? If hes throwing kunai all over the place.. he can not do both at once ..

Bunta is a good counter but again hes throwing kunai all over the place like you said in your first post .. although a counter to that would be the hiding like a mole technique

Well i think that if deidara is already on the bird by the time he throws the kunai then he has a fair chance to win .. He avoids the foodcart destroyer while on his bird .. although i think right from the start he would go higher then its range anyways

Also I dont see why Deidara cant start on his clay bird if Minato starts with his shurikans in hand ..Every battle deidara fought he started on his clay bird

Erm, not entirely true. Against Sasuke, he opted to use his bird due to his immense Shunshin. Before hand however, he was battling, while grounded. He tried to size Sasuke up with some C1, but he was too fast. It may be a little too late if trying such a trick against Minato.
