I'll argue that Itachi is the 'most skilled' water-realese user purely because his seal speed and molding is best.

He uses elegant, smaller techniques like Suigaiden and bullets.

The big-players are big because they have enormous amounts of chakra.

But in terms of actual ninjutsu-skill, nobody trumps Itachi in execution speed and efficiency.

If we're talking purely in terms of suiton-power, then Kisame is miles ahead of everybody.

His asborption bullet is ridiculously broken and is one of the few jutsu that could give Perfect Susano'o issues.

Tobirama because it is only logical since kishi made the previous hokages supposed to be the strongest ninjas of their own time.

I'm pretty sure by now that Kisame and Mei haven't shown the need of a water source to create their jutsus, so Tobirama's hype for this feat is meaningless.

It doesn mean that Tobiramas feat is meaningless it just shows that he is a kage level shinobi and not a jounin level.

Kisame is overrated...same with Tobirama. Correct me if I'm wrong, but isnt Tobirama's hype that he was able to perform high level water jutsu in an area with no water? Hello...Mei did exactly the same thing that Tobirama did against Hiruzen but to a much larger scale.

I agree Kisame > Tobirama when we look at their feats however, you've gotta take into account the fact Kisame's ability to use large scale water jutsu is because of his huge chakra reserves. I'm not saying he's not skilled but you gotta take his chakra reserves into account.
