Neither, Tsunade had the best qualifications with large chakra reserves and never gain it. Sakura can't ever, ever get it She was never born with large chakra reserves. All Sage Modes use Natural Energy and in order to lean to use it you must be born with large chakra reserves that Sakura sourly lack.

Kishi hinted that Hokage level > Kage level. Tsunade and Hiruzen are the weakest Hokages, they need power- ups. This is why I think she gets the SSM and not her disciple.

And i dont think that she will use her byakugou mode twice

Tsunade used her byakugou mode because of its instant regeneration she had to keep herself alive to heal the other kages
The byakugou mode was probably better against such an enourmos strong opponent like madara

But now sakura is on the healing position
And so Tsunade can switch to a offensively position when she arrives on the battlefield

But i think kishi hinted this very clearly that one of them or both will get a sage mode
Since jiraiya and orochimaru are also connected with these mods
So it woud only be fair thatbshe also gets a sage mode
And after the ast chapter im very sure that a slug sage mode is coming

Just as many said before... Tsunade would be the most logical choice. She has the perfect body for a SM because of her genetics. Sakura with SM would be a much much bigger Asspull than Tsunade.
