No Danzo was not TECHNICALLY a Hokage as he was not appointed by the elders he appointed himself and imposed himself upon the position. Danzo was not a Hokage.

Just because people liked him and asked for him doesn't mean he should count. If that's all it takes Jiraiya and Kakashi should be on the list for being asked to be Kage. I like Danzo but he wasn't Hokage, he should be left out of Hokage discussions.
