Doesn't mean he was smart. He thought the Uchiha clan alone could take out Konoha and he didn't have the foresight to realize another village could just swoop in and destroy what's left of Konoha. He should have waited instead of putting his whole clan on the line.

Danzo had nothing to do with placing the Uchiha where they were. They simply gave Danzo no choice. After all, no one knew when the Uchiha would attack. If they were to attack, war would have broken out. If Fugaku hadn't planned for a coup, who knows what the Uchiha's fate could have been.
