I'm by no means a hiruzen fanboy but, people are given titles for nothing. He must have been very strong to receive such a title in the first place. Don't forget he was what 70 years old? If he chakra levels were only 40% of what they were then he must have been quite a powerful kage.

Well prime Hiruzen is probably high kage level and by hype even in his old age he was still around mid kage level considering he fought on par with healthy Orochimaru.

Although from the jutsus he showed us, he is low kage at best.
