I'd say Obito with two eyes would have been the strongest. Kakashi's kamui attack is virtually undefendable, it's so fast that I doubt even minato would be able to escape, and with a larger stamina pool and in an uchiha body he can scale it up so that he can teleport even bijuu, if kakashi almost killed off the gedo mazou. then there's his intangibility. with kakashi's eye, he would only need to become tangible for a split second and from a long range. it's an invincible combination

Madara mastered the sharingan farther than anyone. His Brother Izuna would be 2nd since they both were even in power at MS. Then Obito was trained by Madara so he's 3rd. Sasuke would be fouth because it was mentioned that he's Sharingan prowess is greater than Itachi's. Madara ad Obito were the only 2 Uchiha who were able to control Kurama with only the 3 tomoes. Itachi told Sasuke they needed the MS to control Kurama when they were talking before they fought. For Shisui, we haven't seen how skilled he was with the Sharingan.
