I think the sharingan is like the saiyan race and humans.

If goku/the sage's son have a child the sharingan gets weaker each time. Same with the saiyans.

Izuna died from the second Hokage S/T technique and Shisui was known as "Shisui The Body Flicker" in a time where the the fourth Raikage was very much alive and even younger then present Naruto verse.

Izuna was definitely not on par with Madara, because he died by the hand of the "second Hokage"(who couldn't defeat Madara in his wildest dreams).
