Because amaterasu doesnt spread on inflammable material. This is shown when amaterasu failed to spread on stone, water, metal & even sand/chakra.

Amaterasu is still katon, It doesnt burn everything, it just never goes out.

To assert some other idiotic points, Amaterasu is not basically counting as one of elements in the Earth because its origin is an unknown force for the world. Arcording to Shintoism, Amaterasu is the sun goddess which is the almighty of all gods and the fire from the sun is inexstinguishable. Amaterasu can burn anything, no other elements can oppose. Gaara used a lot of sands to prevent its from spreading by letting it burns some of his sands.
