Im pretty should any cunning ninja can find ways to hit people who are faster then you so I believe Kakuzu can most likely hit him. But that still wouldn't be enough to stop the Raikage.

Kakuzu and Sasori are one of the most underrated characters.. It is to be expected.

I actually find that more people have jumped on the "They're underrated" bandwagon than there are people that underestimate them these days.
