EMS is not requirement for rinnegan MS is. EMS is just cheat blindness edo hack.
Funny thing. Even since obito got senju dna he cant turn off his sharingan. Seems like once body and eyes are mixed its a natural state.

There is a third power for every MS user, whether it is Susano or not, I think Obito will gain an OP power if he has both MS eyes.

I don't think he'll get Susano'o. By theory, he should but at this point, Kamui is already too powerful. Adding a Kamui Susano'o will be too much but the war is unbalanced so it might make sense. He'll get some Perfect Kamui variant. Maybe he can remain Intangible and Teleport. Or Teleport his bodies to different parts of the Material World. Reverse Intangibility basically.

oh please. Only appearance he's made was at the cliff, we cant base it all on that. MS abilities are rare, mostly unknown and shouldnt be used till "oh shit moment" due to blindness.

Makes sense. specially since he has senju DNA and Cannot go blind. It's basically an EMS. Plus he had Senju DNA for most of his life

sasuke and obito's MS individual abilites are quite similar,one instant jutsu in the left eye(kakashi's kamui ,amaterasu)and in the right eye they use the same ability of the left one on close range and control it(enton,creates black fire close to sasuke and shapes them,obito's kamui,dimentional hole in close range and ability to manipulate it(sending body parts).(yeah i'm basically saying sasuke doesn't have tsukuyomi).
so that ressemblance being so great i think obito might have a shot getting susanoo if he had both eyes.

3 of 6 MS users have susanoo = 50% chance.
3 of 5 Full set MS users = 60% chance.
With some speculation one may think izuna had susanoo too. Extra arm and face in madara's susanoo, flame control any1? Brothers...

So im betting on susanoo.

We've never seen Shisui fight, so we don't know for sure if he has it or not.
Considering the physical form/property of Susano is not really made up of Amaterasu or Tsukoyomi, I don't see why it should be exclusive to characters with those two MS eyes.
If that's not the case then there should be a third power still since other MS user has it.
