kisame takes this high difficulty only because there aren't trees for the teleportation kunias to be thrown so that takes out Minato's main strategy so kisame will steal all of minato's chakara until he can no longer fight unless he does a summons like sasuke did against diedara

gives Kisame a huge advantage over Minato as all thrown Kunai will sink to the bottom of the lake while Kisame is able to spam water clones and shark bombs. This also grants Kisame an easy escape for Minato FTG V2, as he can simply take shelter under the surface.

Rasengan will simply be absorbed, and even if the entirety of the technique isn't able to be absorbed all at once, it will be significantly weakened to point where Kisame can take the direct hit then heal from any damage that was dealt.

If Kisame decides that the Water Dome is necessary then Minato is finished as he has no way of getting out.

Also, while gaining no new feats with KCM, it makes absolutely no difference on the outcome of this fight as it's only more chakra for Kisame and Samehada to consume.

Even if Kisame is marked, he can't do anything to wound Kisame inside a water dome.

And since I know you've seen One Piece, I'm sure you know what happens when a human tries to fight a fishman underwater.

Since Samehada isn't restricted, Kisame wins without much of any effort. Aquatic Shock-wave throws all FTG Kunais back and merging with the sword also grants him the ability to become a class one tracking-sensor. His body has enough durability to tank Rasangan. Any damage is healed because of Samehada. Shark Missle ends Minato. Low difference. Restrict the sword and I still give this to Kisame Mid-difference. His chakra reserves are far too large to even be out-classed by the likes of Minato.
