False. When Sasuke targeted the Raikage it appeared on him, yet when he moved it continued forward. Hence, It moved.

Isn't this a backup if I use descriptions of techniques displayed in the databook? Unlike the Manga, the databook can refer to the effectiveness of techniques more explicit than the Manga. The description, if we take away the hype in some cases, are objective.
It depends on the Subject matter. Yata Mirror is all but featless, yet people claim it to be inpenetrable based on the Databook entry. Which shouldn't be the case since on numerous occasions the databook has contradicted the Manga with its hyperbole and flowery language.
Using the databook to expand how the Jutsu works is fine, but using it to establish some type of limit should be taboo.
