This was a talking chapter. I'm usually very lenient when it come to these. Heck, I didn't enjoy the first parts of Hashirama's flashback, but I at least understood its importance. This chapter was both a major disappointment and has no action to entertain us to make up for the lack in plot.
I'm fine with talking chapters, as long as the dialog holds relevance to the story. Sadly, the vast majority of the dialog is entirely pointless and does not hold any relevance to keep you interested. Tsunade's healing was okay, but it took much longer than it needed to because of Suigetsu and Karin's bantering. Like I really want to see what happens when those 2 argue who's weirder and mindless complaints when the should be worrying about the juubi destroying the world! This took up to much panel time, and I think Kishimoto intended that.
Now, I did like hearing Orochimaru's motives. Believe it or not, I predicted them in my fanfiction.
The last part showing the tension between team 7 is interesting. It's interesting, but there's no new developments other than we found out that the bjus are actually connected to the juubi and not absorbed, and Sasuke, for some apparent reason, wants to destroy them along with the juubi but he fails. The other "new" development is that Sakura's not happy for some reason, yet Sai said that she was being sincere when she said she was happy Sasuke came back and that she trusts him. What am I supposed to get out of that?! And Obito continues to fight Kakashi, what a surprise.
Overall, this chapter is a huge disappointment. Most of the panels are filled with irrelevant dialog and most of the events are irrelevant as well. You can literally read the previous chapter, then read the future chapter, and still know what's going on. There's been no real surprises. This is basically a filler chapter. Clearly Kishimoto can't come up with what happens next, so he's stalling for time by filling this chapter with meaningless dialog so that he can call this stalling a complete chapter. There are redeeming qualities to this chapter, but they're not enough to save it.

However, instead of focusing on it alone, Orochimaru talks about philosophy. Orochimaru's philosophy, yet again, is entirely irrelevant to the story.
