Given their background stories and method in which they died I would probably pick (in no particular order)

Naruto's parents (specifically Kushina), Haku, and Nagato

1. Asuma - the whole team was there, was very sad
2. Jiriaya - went out like a boss but also still very sad
3. Kisame - such a rough life and only at the end did he realise he wasn't so bad of a person

Yeah I agree that Nagato's dog had the saddest moment ever.

Yamato's death. No one even bothered to look for him nor remembered him after disappearing. It's like the epitome of dying alone without anybody to care.

Jiraiya... I still remember reading that chapter. Sooo sad.

Hiruzen... How he like envisioned a young prodigy Orochimaru before he passed.

Itachi... With the tap on the forehead and the eventual truth about him. "I'm sorry Sasuke, but this is it." Terrible.

I thought Asuma's was pretty sad with his entire team literally watching him slowly die and I Sasuke's parents deaths were pretty sad when it was shown through Itachi's POV of them telling him its okay to kill them. Jiraiya's was unfortunate, but it wasn't sad at all for me, it was just kinda like, "oh my god... he's been impaled everywhere... but wait... he's going to live...! oh.. and now he's going to drown and disappear..."
