At this point in their lives, I would have to say Naruto because of having Sage Mode. However, Bee and Gaara are close. If we go back to when they were younger then I'd go with Gaara being the strongest.

Bee has a high skill with raiton and sword skills.

Recap. Naruto is stronger than Bee due to his wind powers. Remember Wind is stronger than lightning so Bee wouldnt stand a chance. Garra sand is to slow and Naruto proved in the Will of Fire Movie that he was faster than Garra.

When the jinchuuriki was fighting naruto and be the 4th Mizukage was amongst them and did some pretty impressive jutsu.
