The only way to be able to host a bijuu is meeting some chakra level requirements and chakra reserves.
That's the reason Gaara was the first between three brothers that was able to be a Jinchuuriki.
If we compare each character you could easily deduce that Sasuke has pretty low chakra reserves compared to Naruto, and Naruto was only able to hold half of Kurama, so there is not way Sasuke can hold something bigger as the Juubi. That said, Sasuke can't be the Juubi's Jinchuuriki. In the other hand, Madara/Obito have Hashirama's DNA, so they have enough spiritual energy to hold something big... but there is a problem again: They stated both of them have troubles holding the Juubi. If Madara was alive, then he wouldn't have infinite chakra, in other words, both Obito and Madara don't have enough power to control the creature. It could be possible happens like when Minato sealed half of Kyuubi in Naruto, Madara could seal half of the Juubi inside himself, and the other half inside Obito.
Finally, there is Naruto... the prick boy. He is half Uzumaki, and the only way to be able to hold the entire Juubi would be a plot hole, or maybe something that has been planned but not told (ie: Reunite all the beasts concioussness in order to become something like the SO6P. Naruto only needs the Hachibi for this because he has everyone else, I'm not so sure about Shukaku though).
As for possibilities, the most probable is the last one.
