Right now put 3&4 together as I should have, The rock ninja was only using a c level suiton which is reasonable for someone with that chakra nature. Remember affinity only means "original" or "birth" ability like Sasuke's affinity is Fire(katon) but he also learned lightning nature(ration)
So the rock ninja could learn suiton and then use ac level suiton I don't see a problem there, and yes if that rock ninja can make water so can Zabuza, but to be fair I think that jutsu he used used the moisture in the body and intensified it to make a water stream, as opposed to the description of Tobirama who was said to gather moisture from the air to make water to use his jutsu.
I do think Zabuza can do techs like that though, in fact I would say that the Hidden Mist Jutsu is a form of using moisture in the air to create water(granted it's ony mist not a force of water) because Zabuza basically creates the heavy mist which isn't present before his jutsu so I think that would countas proof he can "create" water.
Realistically though no Suiton user yet, even Tobirma, has "made" water they just use the most miniscule amounts of moisture imaginable, they would have to fight in a room that was dehumidified and had no water sources to see if they could truly "create" water, but as I said they should be able to use their sweat, saliva or any other liquid in the body.
I'd like to see a Suiton jutsu where the enemy controls the water in a persons body and kills them, kind of like what Magneto can do with Iron.
