Just because Mito had the seal on her forehead doesn't mean she knew the Byakugou technique.

All the seal does is store massive amounts of chakra. What this stored chakra is used for depends on the user.
Byakugou was a technique that Tsunade developed based around her medical ninjutsu.

And byakugo is something else

You need the seal to have byakugo tsunade said no one have the byakugo expect her .

But on the latest chaptters sakura mastered it and katsyu said tsunade will be verry .... If she knew .

Meaning tsunade doesnt know sakura have it yet .


So there is only 2 peope who have byakugo in the world sakura and tsunade
