according to naruto wikia it should be jiraya. But I personally dont think we can compare jiraya and orochi, it's like comparing pain with itachi , really difficult and I have a lack of knowledge to say such thinks. but what i can say is that tsunade isn't in the league of jiraya and orochi. I ain't sayin she is weak, but just weaker then the other 2 sannin. She's the only sannin who isn't a sage. In a 1v1 battle she would get crushed, but she's a medic and medics are essential in a good team composition. But to answer on the question imo it is Jiraya-boy > Orochimaru > tsunade
