Sharingan counts as chakra, & mifune isnt a ninja

Minato (superior reflexes & speed)
Hashirama (insane strength & durability)
Bee (amazing kenjutsu)
Sasuke (I know I said no sharingan but a nearly blind sasuke was able to keep up with kakashi)
Tsunade (same as hashi)

With strictly no chakra, these ninja are still extremely deadly

Base Itachi is more skilled than base sasuke. Tsunade, I agree, bee I agree, Hashirama yah probably, and as for minato I probably should have put him a little higher.

Mifune isn't a ninja but I'm going to ignore that for now...

He didn't throw a Kunai. Bee had a tag seal of FTG on him, Minato simply teleported there.

look at minato's hand with the kunai lowered & then at A's shoulder level. He couldn't have teleported to it like that unless he threw it (even slightly) beforehand.

hmm true. but itachi was also extremely impaired when he fought sasuke, so I doubt that his 3 tomoe helped much since his perception wouldn't have worked.

Possible, but im merely stating that sasuke was able to keep up with a jounin while half blind, its still hard to determine whether Itachi can also pull this off.

That's true, but while Itachi was nearly blind, he took on 3 tomoe sasuke in taijutsu and in shuriken jutsu, but of which are extremely enchanced by the sharingan, but itachi was not benefiting from the sharingan's main enhancements while sasuke was, and still itachi was a bit ahead of him.
Sasuke also went against a sharingan user (kakashi) with a similar feat, but what really gets me is itachi's accuracy for each shuriken he countered even though he was so impaired (which would involve extreme skill.)

How is Itachi number one? Without magic eyeball hax and chakra he's useless. If your talking about Kenjutsu Bee wins that. If your talking about shuriken jutsu Tenten fodderizes his.

Itachi with shuriken bested Bee with swords though.

Then again, the Sharingan certainly helped.

Still... Itachi was the best among all Sharingan users at age 13 (even Sasuke knew.)

So there's definite skill implied.

Still top 10 most skilled ninja excluded genjutsu and ninjutsu so basically the top most skilled taijutsu users should have been the thread title.

People need to realize the difference between Overpowered, and Skill. Madara, Hashirama, Nagato, Sasuke, Naruto those guys in my honest opinion are overpowered, and do not present "skill" (Hebi Sasuke would be counted as skilled however).

Top 5 Skilled:

3. Kabuto
4. Kakuzu
5. Sasori/Gaara/Itachi

It's in my opinion hard to make a Top 5, so this is the best I could achieve with so much limitation.

taijutsu isn't the only thing that defines a ninja's skill.
