Everybody agrees (some might even argue for Hashirama being top dog.)

• Nagato
• Itachi
• Minato

These three can be lumped. Infinite Yata Mirror Susano'o, KCM Minato, and Nagato's a beast.

• Tobirama
• Hiruzen

Unknown Hokage probably get the next priority. They could potentially be lumped with the above group.

• Muu
• 2nd Mizukage
• 3rd Raikage
• Hanzo

The other Edo Kages. The 2nd Mizukage links on to Muu, and Muu, Hanzou, and the Raikage are plenty-hyped.

• Ginkaku

Deidara could be higher on feats, but these guys can be lumped. Kakuzu admitted inferiority to the brothers, granted.

Even though I strongly disagree with all of that list, but I have one question

how come Tobirama in the 3rd place and Kin/Gin at #11
when they defeated him twice?

ambush doesn't count. anytime naruto was ambushed he was always caught same goes for alot of people. Being taken by surprise can defeat anybody and only hokage level shinobi can put up that kind of barrier. Even a shinobi who's powers were later thought to be fantasy said that the barrier isn't easy. Maybe Deidara could have been higher but him being captured by kankuro and having a weakness to lightning goes down. A person with dense chakra is a hint at they're power. say what you want about me over estimating the 2nd. But Tobirama defeated Izuna who is on par with Madara as they both trained together and were both called prodigies. A mangekyou sharingan does more than just a sharingan as more than likely Izuna could've possessed amatarasu or susanoo.
