I disagree that 3 Tomoe Itachi < 3 Tomoe Sasuke.

Itachi was an anbu captain then, he had the mind of a Hokage at 8 and was selected to be skilled enough to wipe out his entire clan at 13. I believe that the only thing 3T Sasuke had over 3T Itachi is stamina and kenjutsu.
