That's the difference between villains and great villains. Great villains don't sit on their arse doing nothing. They crush everything and everyone in their path as soon as they appear to be some what of a threat. Look at oro trying to kill naruto ( in the 3 Sannin fight in part 1 ) Or Kisame who wanted to cut off naruto's legs.
