I think he's more suspicious and worried than he is jealous. Sai has come to care about Naruto and Sakura a great deal. After his emotionless training with Black Ops for his entire life, they taught him the meaning being comrades and friends. He knows that Sasuke has brought both Naruto and Sakura much pain the last few years. He's worried for them and about them and does not want Sasuke to take advantage of their feelings for him. He does not know Sasuke and has no reason to trust him.

There might be a tiny bit of jealousy over how easily Naruto and Sakura accepted him back but I believe he's mainly suspicious.
