1. Tobirama chose him to become hokage. Hence, he is a strong and talented shinobi, hence why he was a great hokage.

2. Saying that it was just out of plot is stupid. So stupid, that it should not be used as a reason for why things happen. You can't theorize on one thing without using the plot as a backup because nothing would make sense.

I have to disagree, Hiruzen proved himself to be strong enough to become hokage. Also, he had the will to protect the village and its future, something that has been shown and stated in the series.

I read somewhere that apparently their child was a daughter and that she was Tsunade's mother and she was really strong but Madara killed her.
