You used Hinata scene as evidence for proof but it was not canon since the animation team just added those scenes. In the manga Pain just used one shinra tensei to put hinata down.

there are difference between character's opinions and facts
pain himself was really waiting 5 seconds every time to use shinra tensi again
if he really doesn't need this 5 seconds ,so why was he hit by naruto's rasingan when naruto hit him in the end in the period of the 5 seconds ?
if he really doesn't need 5 seconds then why did he need to rocket path to block kakashi's raiki?
that isn't character's opinions ,that is facts
i'll give you an example for character's opinions ,like when itachi and kisami said they can't beat jiraya together

A lot of people didn't read the OP. He means Nagato doesn't have the 5 seconds interval that the Deva path has.
IMO, it hasn't really been stated that Nagato has the 5 seconds interval, so let's leave it at that.

the difference between pain's and nagato's shinra tensie is:

1-when pain uses shinra tensie, nagato has to transmit chakra which is why it takes 5 sec.

2-nagato doesnt have to transmit chakra so it doesnt take 5 sec.

Shinra Tensei and Bansho Tennin both come with a 5 second cooldown, simply how the tech was made, Nagato and Deva both have this limit.

Choji told the slug
"Pain have a 5 second delay"

But if you notice pain needs. To receive "Enough chakra" for his shinra tensei meaning if it was nagato instead he would spam shinra tensei just like when he played with hinata

And again when Naruto was in KM and nagato used shinra tensei with 2 hands and then let then that he repelled kunaj and then another less then 5 seconds later he repelled amatersu

Meaning no 5 seconnds

Nagato can't spam Shinra Tensei. After using it on a large scale against Itachi, Bee, and Naruto he hadn't used it again during the fight. When it certainly could have been useful again.

True, but the larger power he use, the longer he needs to wait....

The less power he create, the more power he can use it a lot of time.

Not every Shinra tensei need to wait for 5 seconds, and i think it depends on the scale.

hinata stuff was filler, and deva doesnt need time to receive chakra else the "delay" you are talking about would be lessened or removed when deva moved closer to nagato
the 5 second interval also gets bigger when stronger shinra tensei is used

Wrong again they wasn't near nagato they was more further the transmit still takes 5 seconds while the real nagato doesnt

Also bear in mind that "manga facts" are said by characters...who aren't perfect. People are unreliable, and believe something that isn't true all the time. At the time, Choji thought it was 5 seconds. He was just wrong.
