This happens when new members try to post long comments (Not quite sure how the system works, it either has something to do with length, pictures, or links, or maybe even all of them.) This will however, not be a problem after you reach 50 posts. I'd recommend going to a section called 'Forum Games', where you can quickly raise your post count. Just remember to not double post.

It means the IP you are using was used to spam. Next time directly contact a section mod or gmod.
