Scenario 1: Sasuke hasn't got 3T yet. He can't use the Curse Mark at all.

Scenario 2: Sasuke hasn't got 3T, but he can use the first stage of the Curse Mark.

Scenario 3: Sasuke has 3T, no curse mark.

Scenario 4: Sasuke has no restrictions, but Neji has a healthy, uninjured Rock Lee to back him up.

Yeah no, he isn't beating 3T Sasuke with CM v2.

Umm look at your scenarios CM2 is restricted in all of them except the one when he has lee to back him up ..

Neji seems to take all of them; the fact that they are not facing each other and they are in the depths of forest of death is giving him the upper hand with byakugan.
Last match up seemed troubling but he would not lose with a back up from Lee

Are you sure about that? Sasuke was fast enough in base 3T to keep up with a tailed Naruto. Doubt Lee's faster than a three tailed naruto, which is what Sasuke fought in CM v2.

He can open gates right?
And the usages of speed is different; Lee can do several and continous attacks with his speed and taijutsu.
Lee and Neji can attack and create openings for eachother; even if Sasuke bothers with one there would be another he would have to deal with.
