well a list is not going to be perfect cause some characters lower than others can beat the higher ones for example tsunade can beat ay and gai but cant beat deidara and etc and i have to disagree imo minato beats current sasuke and ms itachi

deidara and sasori are debatable but 4th kazekage, & chiyo are not beating kakazu

A pretty decent list though there's a few points i disagree with.

Mostly why in the world did you put Orochimaru that high if you don't count edo? From what we've seen he's no where near that level and sure the Senju DNA might have been a big improvement, but we can't know for sure how much until we've seen him in battle again.

don't over rate him yet until he shows bijuu rasengan or chakra arms and etc thats where he stands

well im not going to call you a zabuza fanboy because of your sig and avatar but you are over rating him a bit because so far all his suitons require a water source to use for all we know and your not going to beat a person made of water with water just imo it depends on the location for zabuza to be at his fullest but he gets over powered by jugo and lee, neji byakugan can see through hidden mist, like i said some lower rank characters can beat higher rank characters because of bad match ups
