Tenten isn't one of the 9 rookies, but she is the clear choice otherwise. She wouldn't be killed off because she never gets enough screen time >.<

Shikamaru or Naruto. They're the only two with "leadership" skills, so unless Choji or Hinata somehow end up gaining leadership skills, Those are the only two options.

Nobody has the full package but team 7 together is a great hokage.
Sakura, Shikamaru, or Naruto.
Naruto is the most obvious candidate, since his entire goal in life was to become Hokage. However, his motivations for being Hokage were a little misconceived. He thought that if he was Hokage, everybody would have to acknowledge him, but Itachi correctly pointed out that it is the other way around; the person acknowledged by everybody is the person appointed as the Hokage. In terms of combat skill, though, Naruto is obviously the most powerful shinobi in the village. He also has a weird character trait which tends to change the people around him in a positive manner.
Shikamaru is the best strategist in the village, perhaps the entire world. In terms of intelligence, he easily puts the others to shame. He also can hold his own against pretty much any opponent. He can quickly analyze any given scenario and generate strategies to achieve the most beneficial outcome.
Sakura can do the ridiculous amounts of paperwork, and the village probably wouldn't miss her too much. This really is the only real benefit to having her as Hokage.
Sasuke is too fickle. He changes his mind way too often and can't even decide on what he wants out of life. His only real determination was to kill Itachi, and one done, he felt a huge amount of regret and lost his whole purpose in life. I can't imagine somebody like this in charge of anything, let alone an entire village.

Naruto and Hinata have shown the emotional encouragement of a Hokage
Naruto (constantly), Hinata (Pain/Juubi Spikes), Shikamaru (Hidan), and Neji (Juubi spikes) have shown the willingness of sacrifice of a Hokage
Naruto, Choji (once), Sasuke, Shikamaru (Hidan and Kakuzu/Juubi defense), and Lee have shown the self confidence of a Hokage
Only Naruto has the acceptance of the people.
Overall, Naruto is the one who has most of these qualities I've pointed out, and as such I'd say he's the best candidate.
Edit: HAHAHAHAHAHAHAHAHA People voting for Hinata **** YEAH!! She would be similar to Hiruzen....a Hokage that would be one with the people....one who motivates and encourages....she doesn't have the strength though.

Great analysis of the whole situation, what i can´t believe is that i see Shikamaru being accepted by a lot of people as a candidate(sure his intelligence and judging skills are more than enough) BUT people forget a Kage is always a shinobi of immense power and must be one of the most powerful (if not the most powerful) shinobis in a village...Shikamaru is nowhere near some people found in the Leaf (Kakashi,Naruto,Tsunade,Sasuke wants to give it a go too).
In my opinion the power (ability to protect others and destroy enemies) is even more important than pure intelligence and decision taking, why? Because as a Hikage one can always get advisors to take the best decisions (Shikamaru would fit this role perfectly) this basically means you can be given advise by someone more knowledgeable,wise or intelligent but no one can give you power to become a top Shinobi(It must be natural, acquired by difficult means or trained with extreme discipline).
An example of what i just said is Raikage, he is not too intelligent or wise, in fact he is temperamental and impulsive BUT he is a beast powerwise so he can protect his village and his country, his advisors guide him if required.Bottom line Naruto meets the requirements to be Hokage (Self sacrifice,people look up to him, he is the Leaf´s hero,Extremely powerful and can get helpful advisors, he has been leading the war front lines and protecting the alliance). Kakashi would be the only other possible candidate that would come remotely close to Naruto at this point.
Sasuke is really powerful but the people either don´t know him or fear him, he is still a wanted criminal(regardless of his new intentions).

Good point, I didn't think about Raikage. Still even though Naruto is arguably the strongest ninja in the village and it would be very troll of Kishi to keep Naruto from ever being the Hokage, I don't know how good of Hokage he would be from a political side.

That´s why i mentioned that power is even more important than being wise or politically skilled (diplomatic relations) and things like that because you can have a number of people help you out in areas you lack ability or in other words advisors(*cough* Shikamaru ) to help them rule as a Kage but if you are not really really strong to protect you village you will not make it far as a Kage and as far as we have seen everyone who has held the title of Kage were really really powerful (being smart/intelligent/wise are great assets for this position but not a requirement like power is (*Cough* Raikage).
