Sakura, Shikamaru, or Naruto.
Naruto is the most obvious candidate, since his entire goal in life was to become Hokage. However, his motivations for being Hokage were a little misconceived. He thought that if he was Hokage, everybody would have to acknowledge him, but Itachi correctly pointed out that it is the other way around; the person acknowledged by everybody is the person appointed as the Hokage. In terms of combat skill, though, Naruto is obviously the most powerful shinobi in the village. He also has a weird character trait which tends to change the people around him in a positive manner.
Shikamaru is the best strategist in the village, perhaps the entire world. In terms of intelligence, he easily puts the others to shame. He also can hold his own against pretty much any opponent. He can quickly analyze any given scenario and generate strategies to achieve the most beneficial outcome.
Sakura can do the ridiculous amounts of paperwork, and the village probably wouldn't miss her too much. This really is the only real benefit to having her as Hokage.
Sasuke is too fickle. He changes his mind way too often and can't even decide on what he wants out of life. His only real determination was to kill Itachi, and one done, he felt a huge amount of regret and lost his whole purpose in life. I can't imagine somebody like this in charge of anything, let alone an entire village.
