Tactical thinking would probably go to Shikamaru, while Itachi is more like a philosophycal thinker.

How can Orochimaru be overrated when he's spent his entire life researching, developing, and creating Jutsu? Orochimaru has tons and tons of knowledge on the form of information, he even knew about Tobi's plan for the Juubi. Hell, his hobby was creating Forbidden Jutsu. If anyone is overrated, it's Tsunade. Just because she excels in one, single field of Jutsu does not mean she's the most knowledgeable in Jutsu overall.

I just noticed you put Hashirama overall. Not eve I ride Orochimaru enough to declare him the smartest, but you call Hashirama the smartest? This will obviously be biased. So I'm gone.

Perfecting Edo tensei is not creating Edo tensei. The immortality jutsu was a smart idea.

But now your saying hes superior to someone who has studied the human body throughout most of her life and created Medical ninjutsu and its laws, and is hailed as the un-paralleled shinobi as far as Medical ninjutsu prowess goes. Byagukou alone puts her at higher smartness in creating a jutsu why? Because studying the cells, to see how they regenerate and then equipping it with the Yin seal, is a bigger feat then reading the scrolls and learning how to do the immortality jutsu O_X
