Maybe, but I don't think it works like that.

Hiruzen with a Kyuubi chakra cloak would make him just Kyuubi Hiruzen, not 'prime' Hiruzen. Anything he'd show whilst using the cloak would raise issues of whether it contributes to his 'prime' strength or not.

The only way we'd see how strong he was in his 'prime' would be via a flashback, and unfortunately Hiruzen is no longer relevant enough for Kishi to show flashbacks about him.
