Tsunade can punch throught a Susanoo.A(Raikage) can't.Tsunade can go immortal, Summon giant slugs, and physical strength can do more damage than a Sage Mode : Odama Rasengan.Saying she is low Kage when she did the most out of the five Kages in the battle against Madara is stupid to say the least.

To me, if a character could beat almost all of the other ninjas in the series, then they are Kage-level.

Note that I didn't say would, just could. It's like how Wind Training Naruto would have gotten raped by 3rd Raikage, but Sage Training Naruto could win. That's the difference.
